To pillage another player, select a hero leading an army and click on the town you want to target on the world map. Then click the "Pillage region" button and click on the mine you want to pillage. The battle calculator will be displayed and you will be able to trigger the pillage by confirming. Be warned though that a patrolling hero may defend the town against pillages.
